Joy Weismiller, MPA, PGDipSc, BA

Back in school, a classmate dubbed Joy, “the girl who always asks questions”.

Joy founded Juniper Consulting in 2003 out of a desire to apply her natural inquisitiveness to helping organizations find innovative ways to solve puzzles, gain clarity and identify a path forward. Since then, Joy and her team of experienced associates have worked collaboratively with dozens of organizations to support them with stakeholder engagement, policy and program implementation, evaluation, strategy and planning. She thrives on working in team-based environments.

Joy is recognized for her ability to transform a nascent idea into a program plan and then implement the program, evaluate the program, and succinctly report on whether it achieved its desired intent. 

Joy’s interpersonal skills and professionalism have resulted in clients entrusting her to lead sensitive, complex projects in challenging environments. Her front line operations and project management experience make her an effective, timely problem solver. 

A diverse toolkit and broad range of experiences provide Joy with a multi-faceted lens to address projects and issues. Prior to establishing Juniper Consulting, Joy worked for over 20 years as a public and non-profit manager, working in policy development, issues management, health promotion and as a performance (value for money) auditor for the Office of the Auditor General. Joy is a graduate of the University of Victoria (Master of Public Administration and Bachelor of Arts), and the University of Western Australia (Post-Graduate Diploma in Science) where she attended as a Rotary Foundation Ambassadorial Scholar. 

A passionate advocate for education, Joy’s current volunteer efforts include assisting the Loran Scholars Foundation in selecting students to invest in as Canada’s future leaders and serves as a mentor.

Joy is a Victoria, British Columbia-based consultant who lives and works primarily in the unceded, traditional territories of the Lekwungen and W̱SÁNEĆ peoples of the Coast Salish Nation.
